Meski sudah 72 tahun Indonesia memproklamasikan merdeka, namun faktanya, umat Islam yang merupakan mayoritas penduduk negeri ini, tetap saja terjajah, difitnah dan menjadi kuli di negeri sendiri. Salah satu fakta menarik terkait hal itu, diungkapkan Anggota Komisi III (Hukum, HAM dan Keamanan) DPR RI Muhammad “Romo” Syafii saat berbincang dengan wartawan Media Umat Joko Prasetyo. Berikut petikannya.
Mengapa negara tampak tidak berdaulat, malah lebih menunjukkan seperti dikendalikan mafia?
Sebenarnya ada cerita yang menarik kalau kita kembali ke belakang, Pasal 131 Indische Staatsregeling (IS) yang dibuat oleh penjajah Belanda menggolongkan penduduk menjadi tiga kelas. Pertama, Eropa yang beragama Kristen. Kedua, Timur asing, ini yang bukan Eropa tapi bukan pribumi. Dominasinya Cina. Ketiga, pribumi. Pribumi ini rata-rata beragama Islam.
Jadi, kekuasaan politik yang menentukan kebijakan adalah orang Eropa. Kemudian yang melakukan aktivitas ekonomi adalah Timur asing tetapi mengabdi kepada Eropa. Sedangkan yang boleh dilakukan pribumi hanya dua yakni membeli dan kuli.
Peninggalan-peninggalan psikologisnya masih ada sampai sekarang. Bahwa kekuasaan politiknya itu adalah miliknya orang Eropa atau Kristen, maka kalau ada orang baik-baik apalagi ustadz atau kyai mau jadi bupati mau jadi DPR biasanya dihalangi.
Dalam ekonomi juga begitu. Umat Islam kalau mau bikin produk macam-macam itu akan sulit. Karena secara psikologi sudah ter-mindset yang bagus itu Cina. Karena itu sudah ter-mindset ratusan tahun, kalau orang Islam itu harusnya jadi kuli. Sehingga lebih banyak yang bercita-cita menjadi pegawai negeri, jadi kuli maksudnya, ketimbang dia menjadi pengusaha. Kemudian, cenderung konsumtif.
Jadi jiwa dari Pasal 131 IS tersebut terus euforia di benak kelompok-kelompok ini.
Itu dari sisi psikologis, dari sisi politik kelompok Eropa ini ingin terus berkuasa. Maka yang harus dilemahkan adalah umat Islam. Agar umat Islam tidak naik menjadi pengusaha, agar umat Islam tidak naik menjadi penguasa.
Tapi kan yang jadi presiden dan mayoritas pejabat sekarang beragama Islam…
Nah, kalau karena jumlahnya yang besar, terpaksa umat Islam jadi penguasa, maka dia harus disetir sedemikian rupa untuk tidak membela kepentingan pribumi, kepentingan umat Islam. Dia harus bekerja maksimal anti pribumi, anti umat Islam. Dan itu kita bisa lihat hari ini.
Pernyataan-pernyataan penguasa itu kan selalu nyleneh kalau berbicara tentang Islam. Tidak boleh mereka itu berpihak kepada Islam, sudah telanjanglah kita lihat.
Contohnya?
Kalau ada umat Islam mengatakan sesuatu, dia cepat ditangkap. Tapi kalau yang mengatakannya bukan umat Islam itu pasti aman.
Kalau umat Islam ganggu orang di gereja, itu pasti dituduh teroris. Tapi kalau ada orang Kristen bakar masjid, itu malah diundang makan ke Istana Negara. Itu sudah bukan rahasia lagi.
Jadi kelompok penguasa ini harus benar-benar dijaga ketat tidak berpihak kepada pribumi. Kalau manis-manis kata, pencitraan, macam-macam ya silakan saja. Tapi kebijakan harus tidak berpihak kepada pribumi. Ini euforia zaman penjajahan, jangan dilupakan.
Kemudian, kelompok yang bergerak di bidang ekonomi tetap Cina. Di sektor apa saja itu pasti warga Cina. Tetapi jangan lupa mereka bukan mengabdi untuk pribumi. Mereka mengabdi untuk kepentingan Eropa, kepentingan Kristen. Jadi tetap saja korbannya adalah umat Islam.
Dan pemerintah tidak boleh membuat peraturan yang merugikan kepentingan pengusaha ini atau membuat peraturan yang menguntungkan pribumi para kuli ini. Karena itu akan menguatkan posisi dari pribumi atau umat Islam. Karena itu, umat Islam dalam situasi seperti ini pasti menjadi korbannya.
Jadi mafianya itu siapa?
Jadi mafianya ini tidak berubah. Mafia pada masa penjajahan. Jadi sekarang ini adalah neokolonialisme. Ya, sama seperti zaman kolonialisme dulu, pemain-pemainnya itu pasti adalah orang Indonesia yang sudah berhasil di-Eropa-kan. Akhirnya mereka akan bergantung kepada kelompok Timur asing ini. Mereka akan membutuhkan suplai ini dan suplai itu untuk membela kepentingan kelompok Eropa.
Tetapi tetap saja, segala kekuatan dan segala macam bentuk senjata itu oleh kelompok Eropa didukung oleh kelompok Timur asing, itu alamatnya untuk melemahkan umat Islam. Ini mafianya seperti itu.
Berarti ancaman sejati bagi negara ini kapitalisme dan neoimperialisme ya bukan Islam?
Iya. Jadi sebenarnya yang mengendalikan republik ini tetap kelompok Eropa dan kelompok Cina. Sama seperti masa penjajahan itu. Jadi kita harus berani bilang yang sebenarnya. Umat Islam Indonesia berada dalam cengkeraman penjajahan neoimperialisme, neokolonialisme.
Satu lagi, bagaimana tanggapan Anda dengan terbitnya Perppu Ormas dan pembubaran HTI?
Pertanyaannya sudah sesuaikah Perppu Ormas ini dengan syarat kegentingan yang memaksa? Pertanyaannya kegentingan yang memaksa itu apa? Pertanyaannya lagi apakah Ormas Islam yang dibubarkan tersebut selama ini ada catatan buruk yang merugikan? Apakah perpolitikan, ekonomi, sosial budaya dan lain sebagainya?
Justru menurut saya yang banyak merugikan itu adalah organisasi-organisasi yang lain yang malah tidak menjadi sasaran dari Perppu ini.
Dan asas contrarius actus dalam Perppu Ormas tersebut yang membuat pemerintah bisa menilai, kemudian menindak sendiri, itu represif bertentangan dengan UUD 1945. Itu sama sekali tidak menghormati Hak Asasi Manusia (HAM). Karena hak untuk berserikat, berkumpul dan mengeluarkan pendapat itu bukan hak yang diberikan pemerintah. Tetapi itu adalah hak asasi yang dilindungi oleh konstitusi negara kita ini.
Tetapi ada hal ihwal kegentingan yang memaksa malah pemerintah tidak mengeluarkan Perppu.
Apa itu?
Berdasarkan UU No 17 Tahun 2014 tentang Keuangan Negara, utang negara itu tidak boleh lebih dari 30 persen APBN kita. Tetapi yang terjadi hari ini APBN kita kan sekitar 2000 triliun sementara utang kita sudah mencapai 4000 triliun. Ini sudah kegentingan yang memaksa.
Jadi Presiden ini lagi-lagi melanggar UU. Dia harus mundur karena sebenarnya sudah tidak mampu lagi. Sama sekali tidak punya kemampuan apa-apa untuk melaksanakan Pancasila dan UUD 1945. Tetapi masih tetap bertengger dengan begitu nyaman dan kuat.
Mengapa?
Ini kan seperti ada kekuatan politik yang besar yang melindungi pemerintahan kita. Yang pasti berada di luar Indonesia yang menginginkan terjadinya situasi politik yang seperti kita hadapi hari ini.
Dan pemerintah merasa tidak harus memperbaiki kinerjanya. Justru terus menerus melakukan kebijakan yang blunder. Jadi memang pasti ada kekuatan yang kemudian mendisain dan menginginkan situasi politik kita seperti ini. Dan ketika pemerintah menikmati situasi seperti ini berarti pemerintah memang menjadi bagian yang setuju terhadap disainer yang menginginkan kehidupan yang sengkarut di negeri ini.[] sumber Media Umat Edisi 201
