MUSTANIR.COM, Jakarta – Laporan-laporan soal kondisi mengenaskan Muslim Uighur di Provinsi Xinjiang, Cina, yang mengalami penahanan dalam kamp-kamp reedukasi di Xinjiang terus bermunculan. Belakangan ini, sejumlah media internasional mengungkapkan, Pemerintah Cina mempekerjakan paksa para tahanan etnis Uighur dan Kazakhs di kamp-kamp reedukasi tersebut.
Wilayah Xinjiang yang terletak di bagian utara Cina dihuni oleh mayorits Muslim dari etnis Uighur dan Kazakh. Jumlah komunitas Muslim tersebut sekitar 10,5 juta jiwa. Beberapa tahun silam, seiring meningkatnya separatisme di kawasan itu, Pemerintah Cina memberlakukan kebijakan tangan besi.
Pada Oktober lalu, Cina akhirnya mengakui keberadaan kamp-kamp tersebut dan melegalkannya. Pemerintah Cina bersikeras bahwa kamp-kamp yang mereka sebut ‘pusat pendidikan vokasional’ itu didirikan untuk menghabisi radikalisme di Xinjiang. Para tahanan, menurut mereka, dididik untuk kemudian dipekerjakan.
Bagaimana Indonesia menanggapi masalah ini? Sejauh ini baru Wakil Presiden Jusuf Kalla yang angkat suara.
Kalla menegaskan sikap Republik Indonesia menolak penindasan dan pelanggaran HAM terhadap Muslim Uighur. Kendati demikian, menurut Jusuf Kalla, Indonesia juga tak bisa mencampuri urusan dalam negeri Republik Rakyat Cina (RRC). Wapres mengatakan, hal tersebut merupakan kedaulatan Cina.
Sebenarnya sikap tidak tegas Pemerintah Indonesia dalam masalah Muslim Uighur sudah terlihat dari sidang Dewan HAM PBB soal catatan tahunan hak asasi manusia alias Universal Periodic Review (UPR). Digelar di Jenewa pada November lalu, sejumlah negara sudah tegas menyerukan agar Beijing mengakhiri penahanan sewenang-wenang mereka terhadap Uighur.
Negara-negara, seperti Amerika Serikat, Inggris, Jerman, Prancis, Swedia, Bela Rusia, Belgia, dan Kanada meminta Cina menghentikan program penahanan dan reedukasi yang mereka jalankan.
Australia, Spanyol, Polandia, Malaysia, Austria, Kepulauan Komoro, dan Italia merekomendasikan Cina menjamin kebebasan beragama dan berkebudayaan minoritas di negara tersebut. Hanya Kanada yang secara tegas menuliskan etnis Uighur dalam rekomendasi mereka soal jaminan kebebasan beragama. Bahkan, Arab Saudi meminta Cina tak menghalang-halangi Muslim untuk melaksanakan haji ke Makkah, hal yang sempat diterapkan pada etnis Uighur.
Sementara, dalam forum itu, Indonesia tak mengeluarkan rekomendasi soal pusat-pusat penahanan ataupun jaminan kebebasan beragama. Sesuai catatan dalam situs resmi UPR PBB, Indonesia hanya merekomendasikan agar Cina meneruskan implementasi 60 langkah reformasi yudisial yang mereka canangkan pada 2008.
Sikap Pemerintah RI dalam persoalan Uighur ini berbeda sekali dengan menanggapi masalah Palestina yang ditindas Israel dan Muslim Rohingya yang ditindas pemerintah Myanmar. Dalam kedua kasus, Palestina dan Rohingya, Indonesia gigih memperjuangkan hak-hak mereka yang ditindas.
Tidak hanya dalam bentuk pertanyaan, sikap dukungan Indonesia terhadap perjuangan bangsa Palestina dan Rohingnya juga ditunjukkan dengan bantuan nyata, baik oleh pemerintah maupun rakyatnya.
Namun, mengapa dalam kasus Muslim Uighur pemerintah bersikap berbeda? Jika alasannya, persoalan Uighur dianggap masalah internal Cina, mengapa dalam kasus Palestina dan Rohingya pemerintah lebih berani menyatakan sikap dan dukungannya? Apa bedanya dengan Uighur?
Berbeda dengan sikap pemerintah yang belum jelas, sejumlah anggota Dewan Perwakilan Rakyat justru terang-terangan mengencam tindakan sewenang-wenang terhadap Muslim Uighur. Anggota dewan mendesak Presiden Joko Widodo segera mengeluarkan reaksi atas dugaan pelanggaran HAM yang dilakukan Pemerintah Cina atas Muslim Uighur. Sejumlah tokoh masyarakat dan agama pun sudah menyerukan agar Pemerintah Indonesia lebih tegas memperjuangkan nasib Muslim Uighur.
Sebagai negara sahabat Cina, tentu Indonesia tidak menginginkan hubungan dengan Negari Tirai Bambu itu menjadi terganggu dengan persoalan Muslim Uighur. Namun, sebagai sahabat, mestinya Indonesia bisa memainkan peran untuk mengingatkan Cina agar melakukan langkah-langkah lebih manusiawi dan beradab terhadap Muslim Uighur. Bukan justru membiarkannya dengan alasan itu adalah masalah internal Pemerintah Cina. []
